In 1984, the South Carolina General Assembly enacted the Education Improvement Act (EIA) as a means of reforming South Carolina’s system of public education. In order to receive periodic reports on reform initiatives, the General Assembly incorporated into the EIA the requirement that the State Board of Education provide an annual assessment to the General Assembly by December 1 of each year. Since 2001, these annual assessment reports have presented evaluations of current reform initiatives.
