The History of SICs

HOW SICs BEGAN

  • School boards were required to establish School Improvement Councils (then called School Advisory Councils) in 1977.
  • The Education Improvement Act (the EIA) of 1984 changed the name to School Improvement Councils.
  • The EIA focused the role of School Improvement Councils on improving education quality in South Carolina.

HOW SICs GREW

  • The Early Childhood Development and Academic Assistance Act (Act 135) became law 1993.
  • Act 135 extended the role of SICs and required that they participate in strategic planning.
  • Act 135 designated responsibility for the annual Report to the Parents to the SIC.
  • The Education Accountability Act (the EAA) became law in 1998.
  • The EAA called upon the entire community, from the Governor to individual students, to be held accountable for student achievement.
  • The EAA increased SIC responsibilities to include review and adjustment of the School Improvement Plan if the school is rated unsatisfactory.
  • The EAA mandated that the SIC participate in the preparation of the School Report Card narrative.
