Meet the SC-SIC Board of Trustees:

Sylleste Davis, Chair
Moncks Corner, SC
Ms. Davis has been involved in the Berkeley County public schools for the past nine years, serving on SICs and volunteering with Junior Achievement and the Santee Cooper-sponsored program, "Read with a Child.” Currently Manager of Wholesale Markets at Santee Cooper, she also has 19 years of experience in information technology.

Michael L. Guarino, Vice Chair
Mauldin, SC
Mr. Guarino is a long-time parent volunteer in public schools and is a technical support supervisor with Verizon Wireless. He has served as Chairman of the Mauldin High School SIC and as a member that school’s PTA, and has been President of the Mauldin Middle School Band Booster Club, and a member of the Mauldin Middle and Bethel Elementary PTAs.

Dr. Virginia Alston Brown, Secretary
Sumter, SC
Dr. Brown is a 39-year educator, having served as a classroom teacher, guidance counselor, assistant principal, and principal on the elementary and middle school levels. She retired as Director of Instruction for the former Sumter School District 17 after 10 years and serving as the district’s SC-SIC District Contact.
Carlos Primus, Immediate Past Chair
Columbia, SC
Mr. Primus is Lead Training Facilitator and Coordinator for the Senior CSR Team in Colonial Life and Accident Insurance Company’s Policyholder Services Department. A former and current SIC member in Richland School District One schools, he serves on the district’s Governmental Relations and Strategic Planning committees.

Gary S. Alexander
Blythewood, SC
Mr. Alexander is a member and past Chair of the SIC at Round Top Elementary in Blythewood, is in his second year on the Blythewood Middle SIC, and also serves on the “Making High Schools that Work” Advisory Board at Blythewood High. He currently leads the business development and customer services areas for Carolina Gas Transmission, a subsidiary of SCANA.

LTC(R) Justin Blum
Florence, SC
Col. Blum is currently in his 16th year as the JROTC Senior Army Instructor at Marlboro County High School. He retired with the rank of Lieutenant Colonel from the U.S. Army after 21 years of active duty. He is also a member of the S.C. State Guard with the rank of Colonel and serves as the Senior Army Instructor for the S.C. Youth Challenge Academy, Camp McGrady, SC.
Mark Bounds
Columbia, SC
Mr. Bounds is the current Deputy Superintendent for School Effectiveness with the S.C. Department of Education. He has served as the Department’s Director of School Leadership, was State Director of the Communities in Schools Program, and is a retired U.S. Army Lieutenant Colonel.
Ken Clark
Swansea, SC
Mr. Clark is a former member of the South Carolina General Assembly representing House District 96. Currently President/CEO of Christ Central Institute in Wagener, SC, he is a former member of the Lexington School District 4 Board of Trustees, he is a retired U.S. Navy Captain.

Dr. Bruce Field
Columbia, SC
Dr. Field is a former high school social studies teacher and former professor of 20th Century U.S. history. Now the Executive Director of School-University Partnerships and Clinical Experiences in the USC College of Education, he serves as the College Dean’s representative on the SC-SIC Board of Trustees.

Jason S. Fulmer
North Augusta, SC
Mr. Fulmer was South Carolina’s Teacher of the Year and one of four finalists for National Teacher of the Year in 2004. Currently Program Director for Mentoring and Teacher Leadership with the Center for Educator Recruitment, Retention and Advancement (CERRA), he previously served as a third grade teacher, Elementary Induction Teacher Coach and Title II Coordinator for Professional Development in the Aiken County School District.

Bob Grant
Spartanburg, SC
Mr. Grant currently serves in Spartanburg County School District 7 as the principal of Jesse Boyd Elementary School. He previously served as an elementary classroom teacher, summer school director, interim assistant principal, assistant principal, interim principal, and principal for schools in Greenville and Beaufort counties. Mr. Grant has served on local SICs since 1999.

Dr. Bob L. Hanley
Anderson, SC
Dr. Hanley is Vice President for Student Development and Associate Professor of Education at Anderson University. His teaching career has included serving as adjunct faculty at Lander University, Tricounty Technical College, and serving as a public school teacher of English and AP English. He has held several administrative posts at Anderson University, including Dean of Student Services, Coordinator of Secondary Education, Associate Academic Dean, Assistant Head of the English Department, and Chair of the Faculty.

Bonnie King
Manning, SC
Ms. King has served as Director of Public Relations and Coordinator of School-to-Work Programs for the Williamsburg County School District since 1999. She was previously that district’s Coordinator of Tech Prep, served as a job developer and plan manager for Williamsburg County Disabilities and Special Needs, and was formerly Financial Administrator for the City of Manning.

Dr. Sandra Lindsay-Brown
Rock Hill, SC
Dr. Lindsay-Brown is Principal of The Children’s School of Sylvia Circle, a Palmetto Gold Award winning Montessori Public School in Rock Hill School District 3. She has served as an Elementary School Teacher, Assistant Principal, Principal evaluator, SACS Lead Evaluator, and External Review Team Member for the S.C. State Department of Education. Dr. Lindsay-Brown is a firm believer in School Improvement Councils and the “Power of Parents Collaborating with Schools to Get Things Done.”

Retha Ross
Darlington, SC
Ms. Ross has been a volunteer in public schools in several communities for over 30 years, serving as a tutor, room parent and teacher’s aide. A strong advocate for parent, teacher and student involvement in schools, she has also served as an SIC member and as a Parent Teacher Association president.

E'Lane Rutherford
Georgetown, SC
Ms. Rutherford is the former Director of Christian Education at Holy Cross Faith Memorial Episcopal Church in Pawley’s Island, SC. She previously served as the church’s Parish Administrator, was Executive Director of Kids Voting SC for Georgetown County, and has been an SIC member in the Georgetown County schools.

Ellen Still
Charleston, SC
Ms. Still is owner of Education Builders, LLC, an educational consulting firm. She has held several positions with the S.C. Department of Education including Deputy Superintendent for Policy, Research and Technology and Special Assistant to the State Superintendent, and she was Research Director for the S.C. Senate Education Committee.

Johsua Stroman
Columbia, SC
Mr. Stroman is Instructor of Religion at Benedict College in Columbia. A candidate for Columbia City Council’s District 2 seat in 2010, He was previously an analyst with the S.C. Department of Commerce’s Rural Planning and Development Division, and is the former President and CEO for Greater Works for South Carolina. He has also served as a Tutor/Counselor with the Upward Bound-TRIO programs at Benedict College, monitoring youth ages 14 to 17.

Fred S. Washington, Jr.
Beaufort, SC
Mr. Washington is the current Chairman of the Beaufort County Board of Education. He is retired Director of the Beaufort County Department of Social Services, and his professional career also included service as Manpower Director of Beaufort-Jasper Comprehensive Health Services and Interim Director of the Colleton County DSS.

The SC-SIC Board of Trustees is looking for people like you to serve on our statewide board.
The SC-SIC Board works to maintain diversity in its membership in terms of gender, race, ethnicity and geography. New members are added annually; nominations are accepted throughtout the year. Appointments are made by the board chairperson during the year to fill unexpired terms as needed.
If you know of someone who has demonstrated a commitment to public education in their particular sphere of influence, or have done so yourself, consider nominating that person or yourself for membership to the board.
